In Kentucky, interim joint committees are created from the standing committees of both houses after the regular session has ended. They study issues in-depth and work on bills for the next regular session, which allows them to be immediately acted on. A list of those committees can be found here
Visit an interim legislative committee meeting, particularly those related to higher education, to monitor discussions and also to contact legislators before or after the meeting.
To provide a continuity of study and action between sessions, interim joint committees are formed from the standing committees of both houses. For instance, the Education Committee of the Senate and the Education Committee of the House become the Interim Joint Committee on Education after the regular session. Interim committees, besides discussing and studying issues in-depth, draft and approve bills for prefiling for the next regular session.
This enables bills to be introduced at the beginning of the session and standing committees to become active immediately. All interim committees, which are actually subcommittees of the Legislative Research Commission (LRC), are open to the public and the press so the people have an opportunity to express views on areas the proposed legislation will affect.
Most committee meetings occur on the 1st floor of the Capitol Annex, although some are held in various spaces in the Capitol during a legislative session. Visitors should consult the Legislative Calendar for dates, times & room numbers. Be prepared for last-minute changes.
Guests may enter the Capitol Annex through the visitor's entrance, located at the center doors.
All committee meetings are also livestreamed for viewing online. Please visit LRC's Calendars page before planning your visit.
The House and Senate chambers are located on the 3rd floor of the Capitol. The chamber floors are not open to the public when legislators are in session, but visitors may view the proceedings from the chamber galleries. Space is often limited.
